With reference to the third paragraph of Sir Matthew Nathan's Confidential Despatch of the 9th of October, 1906, in which he stated that he was considering the question raised in the final paragraph of Your Lordship's Confidential Despatch of the 11th of August, 1906, in which Your Lordship expressed the opinion that it appeared undesirable to impose on Police Officers duties in connection with the collection of revenue if it could be avoided, I have the honour to inform Your Lordship that, after due enquiry and consideration of other ways of ensuring the due collection of revenue in the New Territories, I am convinced that the speediest, most effective and most economical method is to continue to employ Police Officers in this task.
